McCarty's key points included:

  • The frequency of crashes in Florida has declined since 2005;
  • Total paid PIP benefits paid have increased significantly since 2008;
  • Number of PIP-related lawsuits has increased significantly since 2008;
  • Auto insurance rates have increased up to 26 percent for the major insurers since January 1, 2009;
  • Tampa leads the state in staged accidents and questionable auto insurance claims;
  • Almost 50 percent of referrals to DFS' Division of Insurance Fraud are PIP-related;
  • Average provider charges and procedures per PIP claim have continued to increase;
